In order to preserve and maintain an adequate water supply and service to its existing customers, new customers and future customers, Western Water Company has changed its line extension procedure. Western Water Company feels these changes will provide for orderly and controlled expansion of the water system.

Western Water Company will allow the Owner/Developer to install water main extensions at the Owners’/Developers’ cost. For those owners’/developers’ who would like Western Water Company to install water main extensions, this service is still available. These will be reviewed on a case-by-case basis to determine if Western Water Company would install the line extension or require the owner/developer to install the water main extension. Western Water Company will oversee and inspect the construction of the main. The construction must be in accordance with Western Water Company’s specifications. There will be an inspection / administration fee of 8% ($1000 minimum), of the total construction cost of the project. In developments where the water main is extended, by Western Water Company or the Owner/Developer, to serve more than five (5) lots, tap fees for all the lots in the phase must be paid prior to Western Water Company setting any meters in the development.

Procedure to follow for extending water service to a new development or existing road

  1. Contract with an engineer to design water main plans for submittal to Ohio EPA.
  2. Engineer will work with Western Water Company (WWC) to incorporate our water main specifications in the design of the development.
  3. After plans have been approved by WWC, plans can be sent to Ohio EPA for their review and comments or approval.
    1. A check must accompany the plans for the Ohio EPA approval.
    2. At this time, you should start bidding or securing a contractor for the installation.
  4. Once a contractor has been selected, it is time to complete the formal application, pay fees, and sign all documents necessary to begin the project.  Minimum Engineering, inspection & Administration fee of $1000 or 8% the total cost of construction is due.  Total cost includes labor and material.  If you are unable to place a value on the project, WWC will assign a value for you.
  5. Once Ohio EPA approval has been received and all fees and documents are signed WWC will release the job for construction.
  6. Construction begins in the development under WWC supervision. All construction work must be preformed during WWC normal working hours 8:00am to 5:00 pm, Monday through Friday, unless written waiver is granted by WWC. Any overtime cost will be at the contractor’s expense.
  7. Once construction is complete, the contractor is responsible for pressure testing the new water main.
  8. Once the pressure test has passed, WWC will take bacteriological samples and submit it to the lab for approval.
  9. After receiving lab approval, WWC will not turn the new main on or begin setting meters until all tap fees for all lots in the phase have been paid.
  10. After the one-year warranty period has eclipsed, WWC will accept full responsibility of the new water main and appurtenances.
